A craft manufacturer is a craft brewery, craft distillery, craft winery, craft cidery or craft refreshment producer issued a permit by the Saskatchewan Liquor and Gaming Authority (SLGA) authorizing them to produce beverage alcohol within the Province of Saskatchewan.
A manufacturer may produce more than one type of alcohol (e.g. beer, wine, spirits, cider and refreshments) once it receives authorization from SLGA to produce each type of alcohol. A manufacturer must adhere to the specific production level requirements for each type in order to remain classified as a craft manufacturer. Where a manufacturer produces a type of alcohol that does not meet the requirements of a craft producer for that type of alcohol, it would be subject to the rules and requirements of a regional, national or bottling manufacturer.

Production Levy & Markup Information
Production Levy
A production levy is remitted to SLGA for all craft alcohol products sold directly to consumers, retailers or commercial permittees in Saskatchewan by Saskatchewan craft alcohol producers. Production levy rates are lower than the markup that would apply if the products were sold to and distributed by SLGA, approved third-party beer distributors, or approved specialty warehouses. The production levy structure includes tiered levels of production with incremental increases to consider craft alcohol producers of all sizes. A manufacturer’s production tier is determined monthly based on year-to-date global production, starting January 1st and ending December 31st.
A Type 1 manufacturer is one that uses 100 per cent of raw inputs while Type 2 manufacturers use less than 100 per cent raw inputs. Please see the following tables for Type 1 and Type 2 production levies by product category.
